Legal Services Commission appoints new Director for Wales

The Legal Services Commission (LSC) is pleased to announce the appointment of Paul Davies as its Director for Wales. Paul arrives at the LSC after 17 years in senior management roles at Barclays Bank.

Paul joins the LSC at a time when it is facing serveral challenges progressing Lord Carter’s proposed reforms of legal aid and transforming itself to meet the demands of the future.

The position of Wales, as a country in its own right within the United Kingdom, provides the LSC with additional opportunities and with particular responsibilities to assist vulnerable people.

For example in some areas of civil law, Welsh law is becoming different to English law, this can be seen in areas such as the setting of homelessness priorities. The LSC has to ensure that legal aid service providers are delivering the right services for clients in Wales within this changing environment.

Paul brings a wide range of skills and knowledge to his new role that he gained while working in a number of senior positions at Barclays. These include managing large teams spread over a wide geographical area and undertaking strategic business change.

Paul said: “I am delighted to be joining the Legal Services Commission at such an important time. I look forward to working with local service providers,  the Welsh Assembly Government and all of the staff in the LSC’s Wales office to develop a sustainable legal aid scheme in Wales for the future which builds on Lord Carter’s review. My aim will be to help the people in Wales understand and act on their rights to enable them to play a fuller role in society.

“I intend to build on the success of last year when 50,000 people received civil legal advice and assistance in Wales, which is the highest number of people helped in the six year history of the LSC, to ensure even more people get the support they need.”

I’m very confident he will be able to work with the high quality service providers in Wales to ensure that the legal aid scheme continues to develop whilst remaining resolutely focused on vulnerable clients.”

Comisiwn Gwasanaethau Cyfreithiol yn penodi Cyfarwyddwr Cymru newydd

Mae’r Comisiwn Gwasanaethau Cyfreithiol (LSC) yn falch i gyhoeddi penodiad Paul Davies yn Gyfarwyddwr Cymru yr LSC. Daw Paul at y Comisiwn ar ôl 17 mlynedd mewn uwch swyddi rheoli ym Manc Barclays.

Mae Paul yn ymuno â’r Comisiwn Gwasanaethau Cyfreithiol ar amser pan fo’n wynebu sawl her wrth fynd â’r diwygiadau i gymorth cyfreithiol a gynigiwyd gan yr Arglwydd Carter rhagddynt a thrawsffurfio ei hun i ateb gofynion y dyfodol.

Mae sefyllfa Cymru, fel gwlad lawn o fewn y Deyrnas Unedig, yn rhoi cyfleoedd ychwanegol i’r Comisiwn Gwasanaethau Cyfreithiol a gyda chyfrifoldebau neilltuol i gynorthwyo pobl agored i niwed.

Er enghraifft mae cyfraith Cymru yn dod yn wahanol i gyfraith Lloegr mewn rhai meysydd o gyfraith sifil, a medrir gweld hyn mewn meysydd megis gosod blaenoriaethau digartrefedd. Mae’n rhaid i’r Comisiwn sicrhau fod darparwyr gwasanaeth cymorth cyfreithiol yn cyflenwi’r gwasanaethau cywir ar gyfer cleientiaid yng Nghymru o fewn yr amgylchedd newidiol hwn.

Daw Paul ag amrediad eang o sgiliau a gwybodaeth i’w rôl newydd a gafodd tra’n gweithio mewn nifer o uwch swyddi gyda Barclays. Mae’r rhain yn cynnwys rheoli timau mawr wedi eu gwasgaru dros ardal ddaearyddol eang a chynnal newid busnes strategol.

Dywedodd Paul: “Rwy’n hynod falch i fod yn ymuno â’r Comisiwn Gwasanaethau Cyfreithiol ar amser mor bwysig. Edrychaf ymlaen at weithio gyda darparwyr gwasanaeth lleol, Llywodraeth Cynulliad Cymru a’i holl staff yn swyddfa LSC Cymru i ddatblygu cynllun cyngor cyfreithiol cynaliadwy yng Nghymru ar gyfer y dyfodol sy’n adeiladu ar adolygiad yr Arglwydd Carter. Fy nod fydd helpu pobl yng Nghymru i ddeall a gweithredu ar eu hawliau i’w galluogi i chwarae rôl lawnach mewn cymdeithas.”

“Bwriadaf adeiladu ar lwyddiant y llynedd pan dderbyniodd dros 50,000 o bobl gyngor a chymorth cyfreithiol sifil yng Nghymru. Hwn oedd y nifer uchaf o bobl i gael eu helpu yn hanes chwe blynedd y Comisiwn Gwasanaethau Cyfreithiol, gan sicrhau fod hyd yn oed fwy o bobl yn cael y gefnogaeth y maent ei angen.”

Dywedodd Brian Harvey OBE, Prif Weithredydd Dros Dro y Comisiwn Gwasanaethau Cyfreithiol: “Rwy’n falch i groesawu Paul i’r Comisiwn. Rwy’n hyderus iawn y gall weithio gyda’r darparwyr gwasanaeth ansawdd uchel yng Nghymru i sicrhau fod y cynllun cymorth cyfreithiol yn parhau i ddatblygu tra’n parhau gyda ffocws cadarn ar gleientiaid agored i niwed.”
