Points of Principle of General Importance
Points of Principle (POPs) are decided by our Costs Appeals Committee (CAC). They tell bill assessors how to interpret the rules for assessing claims for costs.
Often overlooked, POPs are extremely important for all contracted service providers. Clause 3.4 of the Contract Standard Terms makes them binding on all contract work.
Current POPs are published on this site and in the LSC Manual (Vol 1).
Points of Principle Manual
All current POPs, along with guidance, are published in the Points of Principle Manual under Related Documents.
All new POPs and any necessary guidance are published on this site, in the LSC Manual and in Focus newsletter.
New Point of Principle of General Importance – Crimla 77
Point of Principle Crimla 77 has recently been issued by the Cost Appeals Committee and clarifies the rules regarding claiming post charge police station work.
This POP confirms that solicitors can choose to claim this work either in the Investigations Class or as part of the substantive claim in the Proceedings Class of Work.
The full wording of Crimla 77 is under Related Documents.
How to use them
Procedures for applying for POPs are set out in the following places:
- POPs for civil bills assessments: Regulation 105 of the Civil Legal Aid (General) Regulations 1989
- POPs for Civil Controlled Work (CCA) assessments: General Civil Contract, Contract Specification, rule 2.17
- POPs for Crime CCA assessments: General Criminal Contract, Contract Specification, Part C, rule 1.12.
